2010 1 E- Tax Efficient Optimal Asset Allocation

Am I the only one that has no idea what they are asking about by reading the questions?
When I looked at the answers, I was like, there is no way I can get through this on the exam. I don’t even know what they are asking about.
I’m frustrated by the way they phrased the question, vague and confusing. Or is it just me?

I found in each mock there is at least one question I don’t see what the CFAI wants, of course the more “old” the mock the more frequently it happens. Only two reasons that happen in my case : question is not relevant in 2016 curicculum or I don’t know enough the material
