2015 AM Question 7 - why inheritance tax?

I assumed the 2,000,000 Jack would be gifted today. In the solution they use inheritance tax of 20% instead of gift tax of 25%. Did anyone else make this mistake?
Reading again I see “bequest from Betty’s estate” I figured it would be while she was still alive. oops.
