Unfortunately, this was the case for a lot of candidates. The issue, I think, was with CFAI not giving any credits for answers that used quotes or paraphrasing, which was okay before 2015 exam.CFAwithKids wrote:

What do u think was your expected score at band 9 overall in 2015?Glue85 wrote:
Seems everyone agree on how difficult PM this year compared to Last year. I sat for 2015 and had band 9. I left AM session with about three whole questions blank (Not subquestions), and had about 48 score in the PM. This year I feel good about AM because I finished on time and lot of calculations which helps in getting high score compared to AM in 2015 which was all silly nonsense qualitative answers. Anyway, This year PM looks shorter in length but I agree on the point where at least 2 questions in every item set are doubted to be true. We will see in August 9. I really don’t want to to do this anymore.

Hypothetical example: Q - Why the pension plan has below average risk tolerance? My answer: It has older average work force. This answer would not be sufficient. I also think my terrible handwriting was also a big negative factor.
How do you know that CFAI was not giving credit for quotes of paraphrasing?
