Let me try to recall, I think access person is someone who have access to confidential information. I think the question I came across was something like an intern photocopying some confidential information for his fund manager. It was a violation because intern cannot be an Access Person.
On the other hand, someone who type or design the information into a report to be distributed is an Access Person.
