Algorithmic trading strategy - Which strategy to use?

If the following factor have the following characteristic, which algorithimic trading strategy would be better to use:
Size of the trade –> low
Bid-asked spread –> high
Urgency of the trade –> low
Not sure if a VWAP or IS?

VWAP - As the urgency is low and size of the trade is low too. Can save on the cost.
