Can't submit the application untill all references have provided feedback?

Mine keeps returning to the last step when I click on Save and continue.
I keep getting this message
“You have completed 5 of 6 sections required to submit your application for regular membership”
Looks like until all the references provide feedback, I can’t submit. Is that correct?

that’s correct. You’ll be able to submit it a few minutes after the references have been submitted. Also, you’ll get an email notifying you each time a reference has been submitted so no need to keep checking. I just submitted my application an hour ago.

few minutes after the references have been submitted. - meaning few minutes after all references have completed their part.. right?
