The so called “high rollers” above that feel entitled to cast dispersions on folks that are simply trying to better themselves is pretty obnoxious! The self entitled are always reluctant to encounter a little competition.
There are also some among us who used to have a front-office job, got laid off as a result of the market crash, and had to take a back office or support job to make ends meet, feed their family, etc.

i think level 1 should be once a year, level 2 every 2nd year, and level 3 every 3rd year
i also think that pass rates should be decreased and membership dues increased

^ CFA Institute wants revenues. Thousands of new people in emerging markets are signing up. Your idea pretty much breaks the momentum.

I think once a year balances the “well, I can just take it when I’m ready” mindset from the “I don’t want wait x months to take the exam” mindset. I think CFA Institute does a pretty good job on the revenue side. Whatever it doesn’t collect in dues it can charge to host conferences and such.
