CFA Stats - 38% on June includes those who did not sit the exam?

In Madrid it felt like a good 8-10% of candidates did not sit the exam; there were empty seats.
I was wondering, in the pass rate provided by the CFA Institute, do they consider enrolled candidates or only the ones who actually took the exam?
 
I took my exam in Dubai. I too felt that an approx 6 to 7 % students must have not turned up.
@Alladin Are you sure? Is CFAI the source?
 
Although, and I am repeating myself: if you subtract all those, that show up without
a) the right calculator
b) pencil
c) the right name in the passport
d) a clue, because they started to study +-3 weeks prior to the exam…etc
Simply put: if you substract all those, that have not put in a minimum of sweat and dedication, your pass rate should be substantially higher and thus a better indicator. Especially taking into account, that there is no rescheduling nor refund. There is basically no upside, just downside to not show up. I expect those to account for a fairly high percentage of the total. How many of them are amongst us? Hard to guess. I would probably say between 10% and 20%? Makes the pass rates look much better in average!!!
