Confusion Over Hypothesis Testing

I came across this question from the Schweser EOC questions and am very confused when to use “cannot be rejected” and “should be rejected”. They are so similar. In fact, there are other questions concerning chi-squared and F-test and the answer is the same - “cannot be rejected”. Only the answer to question 17 below is “should be rejected”.

Two points:

1. You are not allowed to post copyrighted material verbatim here; it violates the terms of use.
2. When you compute the value of the test statistic and compare it to the critical value(s), if the test statistic falls into the rejection region, then you should reject the null hypothesis, and when it falls into the acceptance you cannot reject the null hypothesis.

If you repost the data and questions without violating its copyright (i.e., strip it down to the numbers and little else), I’ll be happy to run you through the calculations.
