“Constant dividend payout” means the company pays out dividends in the same percentage of EPS, e.g. 40% of EPS (which may not necessarily be the same dollar amount each quarter). “Stable dividend payout” means paying out the same dollar amount in dividends (e.g. constant $0.15 dividend)
Stable dividend payout is when you pay a fixed amount as dividends.
Constant dividend payout, is when you payout a fixed percentage of your earnings as dividends. This will fluctuate as your earnings fluctuate.
