Decimal vs percentile values?

Hi all,
Referring to 2018 Q9 A, just wondering why we are to use 0.14, not 14%?
Is the percentile value applicable when we calculate the utility?
Anyone knows the clear rule for these? thanks!

You can do either. If you use whole numbers in the calculation you multiply by 0.005, and if you use percentages you multiply by 0.5.
Just pick one method and stick with it. They’ll give you same answer.
