These adjectives distinguish whether or not the portfolio manager is allowed to make the investment decisions (discretionary) or not (nondiscretionary).
We care about them because a portfolio manager or management company should be judged only on decisions that were under their control; if the client makes all of the investment decisions, the manager should not take the credit or the blame for them.
