Why are these considered hybrid plans when their characteristics are geared more towards a DC plan?

They are not considered hybrid plans. Nowhere in the CFAI text does it say they are. They are described in the section Hybrid and Other Plans of Reading 14 but that means they are one of the “other” plans, not “hybrid”.
