Exam Success Rate?

I was at the meeting for our local CFA group, and the presenter mentioned the no-show rate was around 25-30% for th L1 exam. Does the pass rate of ~33% take into account this no show rate? Does it include all individuals registered for the exam, or only those that actually write the exam.
 
I read in another thread that the pass rate only includes individuals who scores are over an acceptable range. So scores of 10% or something extremely low doesn't count towards the passing rate. Not sure what the % threshhold is, but makes sense.
 
The pass rate includes all exams that are graded. Exams are graded if someone shows up for both sessions and turns in a signed answer sheet or book. People not included in the pass rate are:
1) No-shows
2) People who did just the AM session and not the PM session
 
I've taken 2 CFA exams, but I've never noticed the room being 25-33% empty. Normally a few empty seats are empty, but 1 out of every 3 seats isn't empty. Maybe I'm too focused on the exam to take a proper assessment. At Noon when there's a mad dash for the restroom I'm always wishing more people had skipped the exam.
