Fee for returning Candidate

I failed the exam in June. I tried to register for Dec Exam today (Aug 24), the fee is 710. No new text books are included. Then I tried to register for 2009 June, I get a discount of 380. So I only pay for 550 and I get new text books. Is this an error?

I think you missed the Aug 22 deadline for the first cutoff.
