Graphing Calculator

At my exam location there was a guy with a graphing calculator.
I checked in after him and the proctors saw it but nothing was done about it, at least that I saw.
He sat for both sections, and the graphing calculator was out for both sections, sitting on his desk.
Did I have incredibly incompetent proctors or are you allowed to sit and take the exam even if you have a violation?

Normally, I don’t think the proctor says anything and just writes a report. But, if you have a calculator like that, it should definitely be taken away.
