how much harder is L3 over L2?

L3 - Harder exam. L2 - Harder material. Overall, L3 for me.

This is absolutely the case, with the possible caveat of saying “harder material” might just meant “a lot more material”
 
L3 has easier material and is an easier exam. The item set questions in the afternoon on Level 3 are pretty simple for the most part. If you’ve studied to answer the questions in essay format, answering them in one of three mulptiple choice questions should be a joke by now. You can also deduce the matrial to split it between what is “most likely” to be on the AM and what is “most likely” to be on the PM, so a smart study plan makes L3 much easier.
 
The material is easy, the people you are compteting are not.
 
My experience was that L3 was harder than L2 but only moderatelely so. The format of L3 does contribute to it being slightly more difficult in my opinion. However, the jump in difficulty from L1 to L2 is such a chasm that it causes L2 to be frequently thought of as the most difficult level between the three exams.
More proof that L3 is harder than L2: There are people that have passed L2 that have not passed L3 whereas no one has passed L3 who hasn’t also passed L2. Logic is fun.

Turns out sarcasm doesn’t translate well in written word. Not a real attempt at logic.
To answer OP’s original question a different way: Some people think L2 is harder and other people think L3 is harder. Some think they are equally difficult. Some think they are equally easy. You will fall into one of those groups.
 
I will say L3 ethics is the hardest among 3 Levels.
