I’m assuming he has at least a bachelor and is good enough to get a scholarship or research/teaching assistantship (free ride for 4 years). The only cost to him would be opportunity cost, but it seems that he doesn’t have much going for him at the time being anyway.
It’s a realistic plan based on these assumptions, it’s his best shot at immigrating to Canada (or US) IMO
 
I just can’t imagine that much time in School.
Might as well be a doctor or a lawyer and make $$$
 
Continue with CFA, do the FRM, and start the CMA. Believe it or not many people in Toronto are doing all the above at once, you might as well follow suit.

I gathered that
Either: I pursue PhD - highly unlikely as my grades and inclination towards that is very low to get scholarship.
Or: Pursue all kinds of certifications.
Shall i opt for CMA or CPA ?
Shall i also puruse CAIA - i presume its not yet recognized atleast in this environment.
 
Lol. I am a Canadian and this thread makes me laugh.
I moved to Germany and found a job which is much better than what I would have in Montreal.
I hear everyone studying finance, getting qualifications, etc. In the end all we get is a job at RBC selling mutual funds to retail customers.
FAIL
 
I don’t see anything to laugh at. I know it’s not easy to get job in Canada - experience varies person to person.
Higher concentration of people with CFA suggests professionalism and mature job market. It may be foolish but I want to work in such market. I know getting job would be tough but if i come with right attitude and right mixture of qualifcation and experience. I can make it. THATs why i want to prepare myself before arrival in canada and emphasize on qualifcations - at the same time i would request to guide me for job as well.
