I found this while reading liquidity risk and don't quite know its relevance in Bid /Ask spread?
 
If I understand your question correctly, the relevance is that it would be more liquid if quoted in 100ths. There would be a smaller spread, 1/32 to 2/32 vs 1/100 to 2/100.
