I noticed when going through IPS questions examples and EOC that almost 50% of the time I am not sure where to start.. I do understand answer as I read though..
Is it normal? Do others have similar experience?

It is quite normal I believe (well, I had faced this I wrote L3 the first time), keep it going and slowly you would be able to answer them yourself.
Just make sure though its not your reading comprehension skills which is the problem. I had that problem and a simple tip from Greenman helped me.

Very simple - just point my fingers literally over each line and make sure I read it. My problem specifically was that I used to do lot of “skip reading”. I did this for over 6-7 months and my reading is definitely better. Sounds silly, but caused a big change in the way I read!
Thanks Greenman :)

that is definitely a good tip.. I have started underlining the important keywords this time.. hopefully that will help..
Thanks Sooraj for your replies.

look at what the question is asking first ….
then do the “without skip reading” step –
you would see 2 big patterns emerge for the IPS return calc e.g.
1. Calculate the (After Tax/Before Tax) return requirement in the “first year of retirement”.
OR
Formulate the return objective of an investment policy statement for the <xx>. Calculate the pre-tax / after tax rate of return that is required to achieve this objective. Show your calculations.
this usually translates to a PV, FV, N, PMT kind of scenario.
