It is pure speculation, but i understand we need this to make the time to results go bye.
so i'll play along...
Taking into account the fact that we do not know how they set their pass or fail grade, or if they pass the 40% best and fail the others...
The best we can assume i believe is that the level of the test is set so that on average 40% will pass.
assuming the 40% passing rate is the constant, would mean that it is possible for people with score as low as 50% can pass (let's say if we all fail the exam). That is highly doubtful
On the other side, if they fix the passing grade to 70%, it would somehow by odd that the passing rake kept steady around 40% all these years, if we consider the increase in the number
of candidates.
anyhow, feel free to critic my arguments... i am curious to hear your views on this.
