My .02 on why Level 3 is harder - (I wrote this in another post.) Exam fatigue. Itera called it burnout. It’s the feeling of looking at your Level 3 books and wanting to puke because you’re so sick of CFA crap. I personally believe that if you can pass L2, then you have the ability to pass L3–if you can get past the exam fatigue.
 
memorizing GIPS? take it from me, just study the schweser 1 page GIPS summary in the notes and you’ll be fine.

There was a guy in my office who failed Level 3 twice already, and now just taking a break.
i think what you said is correct, there is a feeling like you know you can pass but you are not as motivated as level 2 but at the same time you know once you pass level 3 you’re done, yet you are tired of losing your springtime to CFA, especially if you have taken level 1 and 2 a few times.
