they have below-avg willingness and above-avg ability to assume risk.
I thought overall risk tolerance should be ‘Below-avg’ becoz u honor willingness when it’s less than ability.
however, the solution suggests ‘Avg’ overall risk tolerance
Any thoughts on this?

I think this is one of those situations where you have to educate the client. Does the case explicitly state that they have below avg willingness?
