Net Borrowing/WCInv - accounts payable?

Hey guys,
Does anyone out there know why an increase in accounts payable would be recoginsed in WCInv, but not net borrowing. Shouldn’t net borrowing be impacted as well??

It’s recognized in WCInv because Accounts Payable is an operating liability. Net borrowing refers to debt, which bears interest; A/P isn’t interest bearing.
