Once the experience is approved

Can I hold off paying dues this year and pay them next year and earn charter next year instead of this year?
I am not yet looking for a job and the charter wouldn’t be necessory. (May be next year)
So once it’s approved, am I free to take my sweet time? (Just like how they are taking their own sweet time right now)..

and you got me.. i got a fake passport.. and asked someone smarter to take test for me. it’s that easy!
