Is the output gap a measure of underperformance or overperformance of an economy vs its expected/potential trend?

It’s forecasted minus actual
So if it’s +ve, it means positive output gap, which makes sense because it leads to a higher interest rate in the Taylor rule (you’d raise rates if the economy is heating up)
