Are mechanical pencils allowed? The instructions only mentioned "pencils."
 
yes, BUT it has to be the same colour as your abacus.

That rule has actually changed as of the 2006 testing year. You can now use the utensil of your choice. Pencil, pen, charcoal, hell I may even use my lucky crayon this year.

If I do choose a mechancal pencil, should I just go with a Bic, or upgrade to a Zebra? What is the difference between the Bic MX, and the Bic MX Pro?
 
You should be Bic MX Pro XP Vista 2006. Other than that, a mech pencil is just a mech pencil :)

I heard the Bic MX Pro Vista Ultimate edition uses a new super-high density graphite/tungsten alloy that results in less grading errors.

I recommend you buy that.
 
mechanical pencils are still under the category of pencils.

But weren't you taking a terrible risk about the Scantron being misgraded? Could CFAI exams be misgraded if the lead was #1.994? I used a micron microscope before my exam and determined that my pencils were #1.998, so I was reasonably confident on exam day.
