Please stop thinking in a Level I or II mode in terms of sections, and then there is a chance.
No individual section by itself is hard. Yes there are portions in there, which need working through. But the overall toughness increases
a. because of the high level of integration between the various pieces.
b. the format of the exam itself (the AM section where you need to know i. what is being asked. ii. how to answer it. iii. Manage time efficiently. iv. be precise.
all parts of that are individually tough to master - and getting there finally is a task in itself.

Difficulty lies in pondering the implict assumption/ Interpretation underlying various statements.
The format of AM section.
Lastly synthesizing the whole study section toghether in a single vignette.
Mastering it takes a whole lot us can think!
 
cpk is right on,
L1 you could get away with not studying a section or two (since they clearly state the % of each)
L2 not so much, since the weights are very vague (5% - 15%)
L3 forget about it - everything is integrated
 
IPS is the hardest section, as there is no way to be 100% sure that you are correct. For instance, if the question asks what is the client’s risk tolerance, the answer is subjective. You can be well prepared for any other section.
 
I think historically ( but no direct proof other than anecdotally ) most people fare worst in IPS , even the ones that pass .
