CFA Institute has been inconsistent in how they test new readings. For the longest while they tended to ignore them the first year they entered the curriculum, but tested them heavily the second year. However, in 2011 there was a new reading on taxes in the Level III curriculum, and a very long question on that reading in the morning session (that caught most candidates by surprise).
I wouldn’t ignore this section. It’s not difficult, and they could have an entire item set on it. Easy points if you skim through it a bit.
