Resume, cover letter required?

I'm trying to have my career change in finance but I have no experience in finance. Is it helpful to send a resume along with a cover letter? Some say cover letter is useless in finance field insisting that only the number counts. Some say it is a must when you don't have any experience in finance. what's your thought?
 
I meant to say that the hard facts such as number of years in finance experience or how much profit I made for the company would matter the most according to some. They say, my heart touching personal essay won't matter at all in the finance world. Needless to say, I really don't have much to brag about my experience. I just need to put my foot in any company willing to hire me. Do well known companies like Bear Stern, Goldman Sachs or such read cover letters?
 
Numbers only matter where they are credible and verifiable. Whether your cover letter or resume gets read depends on the quality of your introduction to the firm.

I would always include a c.l. in any app. It's the hallmark of professionalism.

I get a bunch of resumes and usually the cover letters end up being too long. Something simple with 2 paragraphs should suffice, but if you don't have any experience in the industry, it may take a bit more explaining. The key is to keep it short...most people err on the side of being too long, which is usually a negative or a neutral at best. It's a negative if it's poorly written or if it just doesn't catch the point, and it's neutral if it's persuasive but just takes too long for the employer to read.
 
Agree with numi & Willy.

I always use coverletter to address specific person(hiring manager) and to specific position applying for. It's a way to tailor your qualification to the job position, especially if your past work experience on resume does not reflect your capability for this current job position applying.

With that said, consice is the key! Like numi said, don't write the whole page if 2 paragraph will do. The point is to get them interested so you can land an interview.
