Supervisor Issue with Work Experience

Have an issue with my supervisor and upcoming application for the charter. Unlike many employers who encourage their staff to pursue the charter and may even pay for materials or give bonuses for passing, my employer has been nothing but discouraging the entire time. He is afraid that I will leave the company after earning my letters. He finds this type of career enhancement unimportant and says “CFA won’t make you any smarter”…
I have not mentioned it in 2 years and it will be a surprise when I ask for his affirmation of my work experience and I am unsure how to handle the situation. I have worked too hard to leave the decision in his hands. Small firm and I really have no one else here to send the questionnaire to.
Does anyone know what exactly is on the questionnaire email?
 
Agreed. I believe they say they prefer supervisors but it’s not a requirement.
 
As mentioned above, the safe route would be to have someone else complete the reference form.
However, if you have the qualified work experience this should not be an issue even if your supervisor personally disagrees with your choice. If they don’t vouch for your relevant work experience that’s pretty lame.
 
Thanks for the replies so far. This is a very disfunctional firm and I would leave but I am under contract.
Could I have someone outside the firm (a lender, a broker etc.) complete or should it definitely be inside my firm? It is really just me and the 2 partners.
What does the email ask exactly? I may be able to begin to approach the subject slowly if I can give them some details and reasoning. If they just get an email randomly I can see things going poorly, especially if they have to take time out of their day to write something for me.
 
Note: Your supervisor is justified in regard to how he feels about subordinates earning the charter.

I use 3 former colleagues in 3 former jobs, and get approved, supervisor is not requirement.
 
You just need someone who knows you professionally. A colleague in another department can suffice.
Plus it’s pretty easy to find two charterholders here who can append for you. And you wont need to find 3 mortals

I thought the charterholder references had to be from your local CFA society?
 
If you have a charterholder from the local CFA society then you only need 2 references
