When can I use the designation?

Hey all - want to confirm when I am able to use the designation. Am I free to use it after having my work experience reviewed, passing L3, paying the dues and completing the PCP statement? Seeing a lot of different answers regarding this, so want to confirm when it can actually be used. I.e. other people saying you must wait on an email, wait on receiving the charter in the mail, etc.
Do we have to be approved by the local society before using it? I thought joining was optional…
