It’s negative when the calculated test statistic is less than the hypothesized mean; it’s positive when the calculated test statistic is greater than the hypothesized mean.

Only a small tweak…(since a test statistic is a standardized value, partially based on the difference of a statistic (e.g. x-bar) and the hypothesized value of a parameter (say, mu)).
